In 2020, nine years after the Great East Japan Earthquake, the Koizumi Coast swimming beach reopened. However, due to the residents' trauma from the tsunami leading them to avoid the sea, and a newly built seawall—the tallest in the prefecture—acting as a barrier, the number of general visitors dropped to zero. In response, local volunteers founded this organization in 2021 with the goal of creating a safe and vibrant beach.
