This is a local self-governing body located in the easternmost part of Kitakyushu, surrounded by the green of Mt. Suisho and its beautiful waterside, with the Sone Tidal Flat where the sun rises first in the city.
In response to changing community demographics, such as a declining birthrate and an aging population, the council was established to build a community network at the elementary school district level. It serves as a hub for welfare activities, volunteering, and lifelong learning, bringing different generations together to engage in environmental conservation.

Activity Period: April 2025 - March 2026
Activity Area: Kitakyushu City, Fukuoka Prefecture
Activity Details: The school district is home to a rich water system that flows from Mt. Suisho, the water source, all the way to the Sone Tidal Flat. This project will focus on conserving the water environment from the headwaters to the tidal flat and on protecting the rare species and biodiversity of the region.

Activity Period: April 2017 - March 2019
Activity Area: Kitakyushu City, Fukuoka Prefecture
Activity Details: To encourage residents to take the lead in thinking about environmental changes and the future of their community through the rich nature of Higashi-Kutsuki, we will implement environmental improvements, as well as hands-on learning experiences and monthly meetings for both adults and children. The goal of these activities is to protect the water environment that connects the mountains to the sea and to foster environmentally conscious individuals who appreciate the importance of passing this on to the next generation.

Activity Period: April 2015 - March 2016
Activity Area: Kitakyushu City, Fukuoka Prefecture
Activity Details: Higashi-Kutsuki is a rare area with a series of interconnected water environments, each a local treasure. These include Mt. Suisho, the water source; Showa Pond, which stores the abundant water that flows to the Sone Plain; the Kutsuki River, which runs through residential areas; and the estuary and tidal flat that deliver rich nutrients to the sea.
To encourage the entire community to think about environmental changes and the future of their region through the rich nature of Higashi-Kutsuki, we will offer hands-on learning experiences for both adults and children. Activities will include Kutsuki River and estuary cleanups, horseshoe crab egg-laying observation events, Mt. Suisho cleanup hikes, and Showa Pond cleanup and tree planting. The goal is to protect and pass on the water environment to the next generation and to foster environmentally conscious people who appreciate the value of these local treasures.
